Black Sea Fleet losses and unequal institutional priority

Differences in funding, oversight, and nuclear-submarine responsibilities offer a qualified explanation for the Black Sea Fleet's condition.

Notes

The Black Sea Fleet's condition is questioned alongside the geographic constraints on its operations. One proposed explanation is that post-Cold War leadership failures and corruption damaged it more than the Northern and Pacific fleets. Those other fleets may have received some protection from their nuclear-submarine responsibilities, since nuclear weapons and submarines retained comparatively greater funding and oversight. That oversight is explicitly judged imperfect, and the other fleets had problems of their own. Assuming all Russian fleets were in the same condition could therefore distort the lessons drawn from Black Sea losses.
