Who could have ordered Bismarck's scuttling?

Destroyed command positions leave uncertainty over whether the first officer or a surviving engineering officer ordered the scuttling.

Notes

The usual attribution of the scuttling order to Bismarck's first officer is questioned because several positions where he should have been stationed had been destroyed. That does not establish whether he was still alive or able to issue orders. A surviving senior engineering officer is offered as another possible source of the order. The destruction of command positions leaves the identity and sequence uncertain.
