Better shells could make Beatty press too far

Greater damage to Hipper's ships might tempt Beatty to continue the chase and run his battlecruisers even closer to the High Seas Fleet.

Notes

The scenario does not assume that improved ammunition removes British command failures. Visible success could encourage Beatty to pursue harder before recognising the High Seas Fleet, putting the battlecruisers at even greater risk. Fifth Battle Squadron would still follow, but Evan-Thomas and his captains had the discipline to avoid a suicidal turn and divide their fire between Hipper and the approaching battleships. Better shells change the opportunity and danger of the action without automatically correcting signalling, judgement, or formation handling.
