In November 1907, Scott protested an order to interrupt gunnery practice so ships could be repainted before the Kaiser's visit. Beresford treated the sarcastic signal as insubordination and sought Scott's removal, despite his own history of public complaint. In 1908 Scott disobeyed another order because carrying it out would have risked a collision. Beresford sought a court-martial after Scott refused the unsafe order.
