The July Crisis exposed Britain's Scapa Flow preparations

Bellerophon's 1914 mobilization and recall to Scapa Flow frame a wider criticism of weak prewar signaling and delayed base defenses.

Notes

The Royal Navy activated its battleships for a test mobilization and review in July 1914. In this interpretation, a review conveyed less resolve than a demanding exercise would have. Bellerophon was recalled from Gibraltar and reached the northern concentration after a minor collision. The Grand Fleet initially used Lough Swilly while Scapa Flow's defenses were strengthened, exposing the cost of postponing protection for the intended main base. The later loss of HMS Royal Oak reinforces the warning that base defense repeatedly became urgent only after war exposed the consequences of peacetime economy.
