Beatty is presented as effective when commanding forces he can see directly, but much less capable of managing a staff or maintaining awareness beyond his immediate view. That limitation matters because his career took him from the Battle Cruiser Force to the Grand Fleet and then to the office of First Sea Lord. His political capital made him powerful enough to shape the relationship between the Fleet Air Arm and the Royal Air Force. The central distinction is between getting a desired policy through and identifying what the Navy will need over the long term.
