Battlecruisers threaten cruisers more than battle lines

Dominion battlecruisers greatly improve imperial maritime security without overturning Japan's battle-fleet calculus because their main victims are scouts and raiders.

Notes

A battlecruiser's operational value differs from its effect on a battleship battle line. A single Dominion ship is dangerous to cruisers, raiders, and scouting forces, but it does not by itself defeat Japan's concentrated battle fleet. The distributed vessels support British imperial commerce protection and presence while battleships remain essential to the battle line. Japan can accept that change more easily because it also receives three new battleships and retains four battlecruisers. The category strengthens global maritime security while leaving the decisive fleet ratio recognizable to the treaty powers.
