The Royal Navy was not simply ignored after making an adequate strategic case. It had failed to organize and promote its arguments with the persistence already shown by the Army. Louis of Battenberg began building the naval staff as Second Sea Lord and continued encouraging its publications and work as First Sea Lord. He was still starting at the foot of a large institutional climb. Army officers already had staff education, stronger political and social connections, and much longer experience placing their work before decision-makers.

Battenberg began correcting the Navy's staff weakness, but the Army already possessed education, social networks, and years of institutional practice.
