Breaking the High Seas Fleet opens the Baltic

Removing the High Seas Fleet as the principal threat lets the Royal Navy tighten the blockade in the Baltic while carrier aircraft scout for torpedo boats ahead of the fleet.

Notes

If a Wilhelmshaven strike destroys or cripples the High Seas Fleet, the Royal Navy gains freedom to push toward the Baltic. Closing Germany's remaining sea routes would tighten the distant blockade and increase pressure on the Central Powers. Carrier aircraft could scout ahead for torpedo boats and other small threats to the advancing Grand Fleet. Even primitive aerial warning would let British commanders send destroyers toward a contact before it reached the capital ships. The carriers would help exploit the victory after delivering the opening strike.
