Balanced fleets deny an enemy an easy counter

A fleet concentrated in one strength succeeds only while an opponent accepts its preferred contest; balanced forces retain answers when the enemy changes the terms.

Notes

A fleet concentrated in one capability depends on an opponent accepting the terms of that contest. A peer can mass the direct counter to that strength while retaining capabilities the specialized fleet cannot answer. Submarine power without surface escorts or contested airspace therefore leaves serious operational gaps even if the submarines themselves are formidable. Gorshkov's near-continuous destroyer program appears as the institutional answer, giving the Soviet Navy a path back toward a balanced force.
