Presence ships for a navy that cannot risk everything

The Bahia class gave Brazil a credible response to routine crises without forcing it to expose its entire dreadnought fleet.

Notes

Brazil's 1904 programme paired dreadnoughts with destroyers, submarines, a submarine tender and fast cruisers rather than treating capital ships as a complete navy. This was a force-allocation problem for a lower-ranking medium power, which needed options between committing its whole battle fleet and offering no useful response. A Bahia-class cruiser could provide enough presence and firepower for most incidents, yet retain the speed to disengage and summon heavier forces when outmatched. The class therefore offers a lesson in naval presence and balanced force structure as well as a faster development of the Adventure design.
