Axis intervention in Finland could threaten Soviet resource imports

Sending German or Italian forces to support Finland would conflict with reliance on cheap Soviet resources.

Notes

A hypothetical intervention is compared with the use of foreign legions in Spain. The military opportunity has to be weighed against the resources Germany wants to obtain from the Soviet Union. Fighting Soviet forces could therefore undermine an economic assumption used to sustain German rearmament. This possibility remains conditional on the timing and course of a Finnish-Soviet conflict.
