Autonomous weapons and the spirit of the law

Encoding legal rules does not reproduce human judgment about their purpose in a fast-moving conflict.

Notes

Designers can try to encode the rules of war into an autonomous decision system. The concern is that a machine will follow the letter of those rules, while a human can recognize circumstances in which their spirit requires restraint. That gap matters when context changes faster than the rule set or when technically lawful action produces an obviously damaging result. Global social media raises the consequences because images and narratives spread immediately. Judgment, rather than raw accuracy alone, remains a central problem in autonomous targeting.
