Austria-Hungary's geography made control of the Adriatic its first naval problem, not distant oceanic operations. A fleet unable to defeat or contain Italy could not reach the wider Mediterranean, so overseas ambitions had to follow regional sea control rather than precede it. The proposed Ersatz Monarch class was a more capable continuation of a navy designed around that concrete mission. The contrast with German battlecruisers is institutional as well as technical: the Austro-Hungarian design begins with the fleet's operating problem instead of copying a British blue-water category.
