The Atlantic Conference brought together military and civilian leaders

The American and British delegations brought service chiefs together with diplomats and supply officials before US entry into the war.

Notes

Roosevelt brought Ernest J. King, Harold R. Stark, George C. Marshall, and Henry H. Arnold, alongside Harry Hopkins and Averell Harriman. Churchill's delegation included John Dill, Dudley Pound, and Wilfrid Freeman, with Alexander Cadogan and Lord Beaverbrook handling diplomacy and supply. The governor of Newfoundland also attended as host. These delegations put the leaders of a belligerent power and a formally neutral power together with their senior military and civilian advisers.
