Bedford's later honours included appointment as a Companion of the Order of the Bath and membership of the Order of the Star of India. His May 1938 Naval Review article, "The Royal Indian Navy," argued for a larger and more capable service. He had recently served as its flag officer commanding, so the case drew on direct institutional experience. In the interpretation offered here, the service would have been stronger if his programme had been followed and the war had not begun until 1942. That remains a counterfactual judgment rather than a measured outcome.
