Army budget pressure closed Germany's naval spending contest

The rising cost of competing with Britain forced German naval planners to confront the Army's priority in domestic funding.

Notes

Rising battleship costs intensified the conflict between German naval ambitions and Army funding. Pressure had grown from about 1905 and reached a limit around 1913, when the Army insisted that naval increases could no longer come at its expense. Germany's land borders made the Army's claim difficult to displace. This reading treats domestic budget politics as the point at which Germany lost the naval spending race. The V25 belongs to the ensuing search for ways to operate against the Royal Navy after further escalation had become politically untenable.
