Arleigh Burke’s four models for coalition sea power

A 1970 Arleigh Burke article uses Korea to compare national fleets, alliance roles, UN command, and regional naval cooperation.

Notes

Arleigh Burke argued that American strategy should rely less on fixed land bases and more on sea power that supported diplomacy and treaty commitments. He outlined four possibilities: independent national fleets, assigned alliance roles, integration under a United Nations naval command, and regional multinational cooperation. The Korean War supplied examples for thinking through each arrangement. These models ask how different navies can combine their capabilities without all becoming the same force.
