Ark Royal began as Walter Raleigh's privately ordered fast galleon, Arc Raleigh, intended for privateering voyages. Because Raleigh owed Elizabeth I substantial taxes, the Crown acquired the ship by forgiving about £5,000 of debt instead of paying cash. Lord Howard considered the exchange excellent value and made the renamed Ark Royal his flagship. The Crown had turned a privateer's tax debt into a useful fleet acquisition.
