Army dominance constrained Argentina's navy

President Ortiz's neutrality policy operated within a political system where the army attracted more influence and support than the navy.

Notes

La Argentina entered service under President Roberto María Ortiz and the influence of General Agustín P. Justo. The Argentine Army dominated domestic politics, leaving the navy with less support and attention. That institutional imbalance mattered even though the Rivadavia-class battleships still represented substantial national naval power. Possession of capable ships did not automatically give maritime strategy equal political weight.
