Amphion escaped the blockade of Lough Swilly with the battleship Rodney during the 1888 manoeuvres. She then claimed merchant shipping and attacked or captured coastguard targets at places including Scarborough and Wick. Contemporary criticism argued that some visits achieved little and that her log did not consistently follow the exercise rules for capturing shipping. Her captain treated wartime opportunity as more important than every artificial limit of the scenario.
