Amphibious ships need trained forces to become a capability

An illustrative five-year training period separates receiving amphibious ships from fielding a mature force, with a warning about undefended targets.

Notes

Buying amphibious ships is only one step toward a usable landing force. Troops must train to operate with the ships before the combination becomes a mature capability. The illustrative estimate is about five years after receiving the vessels. That estimate offers little reassurance to an undefended target, where an attacker may only need to transport troops and get them ashore.
