Amiens and France's lost training opportunity

France could have used the Peace of Amiens to send ships and officers to sea instead of laying the fleet up.

Notes

The closing judgment is that Rosily was neither wholly incompetent nor the admiral France needed. His promotion to vice admiral despite limited recent sea service reflects the navy's shortage of experienced officers and its difficulty creating new experience. Technical ability and rank could not substitute for repeated command at sea. The Treaty of Amiens gave France an opportunity to exercise ships, crews, captains, and admirals under less immediate pressure. Laying ships up instead left the service unable to repair the training and institutional-memory gap before the next war.
