American entry begins correcting a top-heavy fleet

U.S. belligerency drives the industrial build-up and mass destroyer programme missing from a prewar fleet dominated by headline battleships.

Notes

The pre-entry U.S. Navy is a headline fleet: Congress funded a qualitative battleship race with Britain while providing few cruisers and barely any destroyers. Wartime mobilisation changes that structure, most visibly through the mass production of four-stack destroyers and the industrial capacity behind them. Without American entry, the United States would retain a less balanced force poorly suited to worldwide operations despite its impressive battle line. The comparison with Britain's Treasury shows how civilian budget politics, rather than naval preference alone, shaped what each service could build.
