The proposed force paired Nagato and Tosa battleships with four Amagi battlecruisers before progressing to the Kii and Number 13 designs. That sequence changes the scheme from an even battlecruiser-battleship split into a fleet with more fast battleships. Kii's battleship-style internal organization and near-30-knot speed place it beyond Amagi on the design spectrum. Amagi remained the fleet's distinct high-speed arm while the later designs moved closer to the battle line.
