Altmark as a Churchill initiative case

The opening explains how surviving British records make it possible to test which wartime initiatives Churchill actually shaped and where responsibility belongs.

Notes

Assigning ideas, successes, and failures to a prime minister is difficult. Political leaders attract credit for good outcomes and blame for bad ones, even when the work was distributed across a government and its armed forces. The incomplete surviving record of Nazi Germany is contrasted with the richer British documentary record, which often makes individual responsibility easier to trace. The episode therefore judges Churchill's initiatives by separating the quality of an idea from the quality of its execution.
