Why alternating army and navy budgets would cripple both services

A proposal to reverse a 70:30 army-navy split every third year exposes the damage caused by unstable procurement and sustainment funding.

Question

Would Imperial Germany benefit from alternating a 70:30 army-navy budget split every third year?

Short answer

No. The swings would disrupt research, infrastructure, production, and force sustainment for both services.

Notes

Research, infrastructure, and shipbuilding cannot be fitted reliably around abrupt funding changes every third year. An unfinished project would force a service to choose between taking money from other needs and abandoning work it could not resume at the same level of progress. A project described as 98 percent complete might effectively fall back to 75 percent by the time funding returned. During the years at thirty percent, the service would still have to sustain its existing force. A special bond offering every three years is suggested as a less disruptive way to provide extra money.
