Why allied support did not remove France's naval obligation

Royal Navy support did not make French shipbuilding optional because national forces also signalled commitment and status within the alliance.

Notes

Britain still sent the British Expeditionary Force even though the French Army was much larger because a national force carried political status and demonstrated commitment to the war. That political logic is understandable even if the strategy is open to criticism. The same reasoning applied at sea. French ships and crews fought hard, but reliance on British sea power did not give France the ships it needed to replace losses. The unfinished destroyer matters because France's own material contribution still carried political weight.
