Algeciras: a conference Morocco could not control

The Algeciras Conference exposed the imbalance between a Moroccan delegation and the connected European powers deciding its future.

Notes

Germany found itself backed chiefly by Austria-Hungary, while the conference machinery also disadvantaged Morocco. The Sultan's representatives needed instructions from Fez, yet lacked the telegraph, telephone, railway, and paved-road connections available to European delegations. They also depended on an Algerian translator employed by France while deliberations proceeded chiefly in English and French. The settlement placed policing, customs, banking, and financial administration under heavy European influence while preserving a constrained formal sovereignty.
