Aggressive doctrine and mutual assumptions

American cruiser doctrine assumed a fast offensive against a more defensive Japan, while both powers misunderstood the other's expectations for ending a Pacific war.

Notes

American doctrine expected fast, aggressive, hard-hitting forces and often assumed that Japan would be the more defensive opponent. That expectation did not fully account for an opposing navy also seeking fast, decisive action. A wider mutual misunderstanding compounded the problem: Japan expected early victories to open negotiations, while Britain and the United States intended to continue fighting. Cruiser doctrine therefore sat inside a larger contest over which power would set the international agenda after Britain's relative decline.
