Agadir and the Panther gunboat

France's intervention against a Moroccan rebellion and Germany's dispatch of SMS Panther created a second crisis from a weak rescue pretext.

Notes

France sent troops after pressing the Sultan to request help, while Spain also moved forces amid fears of French annexation. Those interventions weakened the Sultan's standing and encouraged more support for the rebellion they were supposed to suppress. Germany sought compensation for accepting French predominance and sent Panther under the claim of protecting German interests. The only civilian cited for rescue arrived after the ship, revealing the mismatch between the stated justification and the strategic pressure being applied.
