Why four super ships may not meet a twelve-ship requirement

A navy needing twelve hulls to cover its positions may be worse served by four expensive super ships, even when each design looks excellent on paper.

Notes

A ship can have impressive Top Trumps figures and still be a poor answer to its navy's needs. In the hypothetical example, a nation needs twelve ships to cover its positions but can afford only four of an expensive design. Each ship's capabilities therefore have to be weighed against the number the navy needs and can buy. The expensive super ship is not necessarily the best fit when the available budget leaves the required positions uncovered.
