Aegates decided the First Punic War and tested Rome's privately financed replacement fleet. The Senate asked wealthy citizens to lend the cost of individual ships, with repayment expected from reparations after victory. Donors also supplied enslaved people for service as oarsmen. One interpretation is that these men received freedom on condition of service, although their status remains disputed. Skilled rowing required training and motivation that threats alone could not reliably supply.
