Rome's 200 quinqueremes represented roughly 90,000 personnel, in addition to legionaries and the crews of about 700 transports. The approaching Carthaginian force combined around 250 warships with an estimated 150 to 350 transports. Assembling such forces required ships, trained crews and supplies to be ready together. The preparation for D-Day supplies a modern comparison for the scale of that effort. Mobilisation on this scale helped prolong ancient wars because building and preparing fleets took so much time.
