The Secretary to the Admiralty developed into a parliamentary and financial office usually held by an MP. Managing relations with government while also handling departmental administration placed competing demands on that position. A second secretary eventually became the Permanent Secretary to the Admiralty. That office supplied the department's senior civil servant alongside its political secretary and naval board members.
