Lieutenant Linton Hope and the Admiralty's Air Department designed the A.D. Flying Boat in 1915. Pemberton-Billing built twenty-seven, yet the type reached military and civilian operators in Chile, Japan, Norway, Sweden, and the United Kingdom. The Admiralty organized aircraft design along lines already used by technical departments responsible for warship construction and overseen by the Third Sea Lord. Aviation entered an institutional culture already comfortable with complex engineering. The aircraft's export and civilian use carried this wartime naval design beyond Britain.
