An insurance policy against risky light-cruiser innovation

The class represented a reliable evolutionary fallback while the Royal Navy made larger design leaps with Town-class and other light cruisers.

Notes

Scout-cruiser development followed a chain of small, dependable improvements rather than dramatic reinvention. The comparison reaches ahead to reliable aircraft such as the Swordfish, where successive modest changes produced a workable design. In that framework, the Active class gave the Royal Navy ships that were very likely to function if more ambitious Town-class and other light-cruiser programs disappointed. Their value was partly institutional: conservative procurement preserved a usable option while newer concepts were tested.
