Absent powers still shaped the Ottoman balance

The Holy Roman Empire, France, and Portugal stayed outside the league, but Portuguese operations still diverted Ottoman forces and money.

Notes

Formal membership was only one way to contribute to the struggle. The Holy Roman Empire had a truce with the Ottomans, while France maintained an anti-Spanish alignment with them. Portugal was fighting in Morocco and operating against Ottoman interests in the Red Sea and Indian Ocean instead of joining the Lepanto fleet. Those distant threats forced the Ottoman Empire to retain personnel, logistics, and money away from the Mediterranean campaign. Pressure in one theater could therefore support allies in another without placing the contributing state inside their command structure.
