The Allied theater contained numerous British, American, Dutch, and Australian cruisers and destroyers, but historically they were dispersed and lacked a strong organizing center. The pool included heavy cruisers Cornwall, Devonshire, Canberra, and Exeter, lighter ships such as Emerald, Enterprise, Perth, Hobart, and Adelaide, and the American cruisers Marblehead, Boise, and Houston. Prince of Wales and Repulse make Japanese cruiser operations far riskier, while Hermes can provide useful fighter cover before stronger carriers arrive. The theater still faced a Royal Navy destroyer shortage after losses and competing demands in the Mediterranean and North Atlantic. The capital ships also provide space for the senior staff and radio teams that a light cruiser flagship could not accommodate. Concentrating the force improves mutual air defense, communications, command capacity, and the chance of surviving a fleet engagement.
