A fleet programme that still lacked a carrier

Burzagli secured most of a balanced programme of rebuilt and new battleships, cruisers, destroyers, and submarines, but he did not obtain a carrier or naval aircraft.

Notes

Burzagli secured battleship reconstruction, new battleship construction, cruisers, destroyers, and submarines. He did not obtain the carrier and naval aircraft he wanted. Supporters of land-based Regia Aeronautica aircraft argued that they could cover a Mediterranean fleet, which helps explain the opposition to a carrier even though Burzagli disagreed. The assessment still places him among the most successful interwar Axis service chiefs at obtaining the force he wanted. His institutional effectiveness is measured by how much of a coherent fleet programme reached the service.
