A nationalist leader might still seize power in one successor state, but reunification would be prohibited by treaty and contested by rival German politicians. Any campaign to combine the successor states would have to overcome both domestic struggles over leadership and explicit international enforcement. France or Russia could intervene before the movement assembled the manpower, industry, and armed forces of a unified state. The political path to the historical German military revival is therefore much narrower.

A broken Germany blocks reunification and rearmament
Dividing Germany into smaller states deprives any later extremist movement of the unified territory, army, and industrial base used for rearmament.
