Stargate waits for the crisis before building readiness

Atlantis should restore defenses and reproduce useful small craft while time is available instead of improvising only after an attack begins.

Notes

Finding Puddle Jumpers should have prompted an immediate effort to build more of them. Once the Atlantis expedition knew a hostile power could attack, restoring the city's inactive defenses should also have become a standing project. Waiting until an attack was imminent left the engineers with an avoidable deadline. The defense repair eventually needed only a few people, which supports the argument that a larger team with more time could have tackled it earlier. Puddle Jumpers would also have been useful on Earth, aboard Daedalus-class ships, and on Destiny.
