Avalon cannot accept the newer rapid-launch tubes, so its flight deck is reconfigured to launch its fighters another way. A launch from the deck would be somewhat slower than another ship's first wave from tubes. It could nevertheless put the entire air group out faster than the tube-equipped ship completes all its launch cycles. Tube loading and cycling therefore matter when comparing how quickly carriers can assemble a whole strike.
