The squadron formed at RNAS Lee-on-Solent in June 1941 as one of several new fighter units associated with Ark Royal. The plan was to create fresh squadrons around experienced carrier personnel while retaining veteran units in the European and Mediterranean theaters. Ark Royal's sinking ended that projected deployment, but the formation plan shows how the Royal Navy tried to generate a trained carrier force for a widening war. The timing also supports the argument that the carrier was being prepared for a possible Far East commitment before Japan entered the conflict.
