The force behind the 1998 Joint Rapid Reaction Force

The 1998 rapid-reaction plan depended on transport, support vessels, medical capacity, and operations funding as much as its headline combat units.

Notes

The 1998 review described a rapid-reaction pool of about 20 major warships and 22 minor or support vessels, alongside 110 combat aircraft and 160 support aircraft. It expected the force to mount two concurrent operations of up to 15,000 tri-service personnel each. That promise depended on airlift, sealift, medical support, logistics, and extra funding for unforeseen deployments. Later experience in Afghanistan and Iraq exposed emergency-procurement and funding disputes between the Treasury and Ministry of Defence. A rapid-reaction label is credible only when the transport and support system behind the combat units is funded.
