The 1911 program expanded beyond the Ganguts

Cooling relations with Germany helped unlock a broader program of battlecruisers, cruisers, destroyers, and submarines.

Notes

The 1911 authorization added four Borodino-class battlecruisers, four cruisers, thirty-six destroyers, and twelve submarines. This was more than an isolated capital-ship purchase: it attempted to create a layered force of scouts, torpedo craft, undersea boats, and heavy ships. The timing matters because the program was justified against worsening relations with Germany. That strategic premise makes the later decision to order cruisers from German yards especially revealing.
